Tire dimensions decide fit and a lock that does not fit is worthless, so start with the range printed on the box. Common boot-style locks are rated for roughly 6 to 10.5 inch or 7 to 11.25 inch tire widths, which is a spec about the tread section, not the wheel diameter. Measure the tire width on your trailer, then confirm the jaw opens far enough to clear the sidewall bulge on a loaded tire rather than an unloaded one. Design is the second split. A boot clamps over the tire and the rim so the wheel cannot rotate or be removed, and it also announces itself, which is most of the deterrence. A locking chock or scissor-type wheel stop wedges between tires on a tandem axle and locks in place, which stops rolling and stabilizes the trailer at the same time, so it does double duty on site but does nothing to prevent someone hitching and dragging. Adjustable locks that thread out to different diameters cover a mixed fleet at the cost of one more moving part in road grime. Axle count matters because the tandem chock-lock versions need a specific gap between tires to function; on a single axle they simply do not apply. Then look at the lock cylinder and the steel, since a bright powder coat over thin folded plate is cosmetic. Weight is a fair proxy here, and you will be lifting whatever you buy every time you park.
